都市計畫區段徵收與社區重建：以台灣知識經濟旗艦園區特定區計畫為例

Abstract

當代因都市擴張改變了原有地景，並打破固有社區鄰里關係；本研究認為都市計畫辦理區段徵收時，如能同步完成良善的安置計畫，以辦理整體開發，將可以減少前述衝擊。論文以竹北市六家地區之「台灣知識經濟旗艦園區特定區計畫案」〈原「璞玉計畫」案〉為個案，透過田野調查及資料分析等方式，瞭解當地居民對此案都市計畫後之社區重建願景，歸納提出良善的安置計畫，在重建社區的過程中，也同時延續在地客家文化的生命力。

This research aims to discuss the changes of landscapes and neighborhood relationships under the pressure of city competitiveness and urban expansion. Based on the case, Knowledge-based Economy Flagship Park Master Plan (also known as PUYU project), the researcher interviewed the local residents by the use of field research and document analysis with the purpose of proposing a suitable resettlement program in urban renewal and maintaining neighborhood relationships. This study also proposes strategies to preserve the local Hakka culture and through the reconstruction program, so that the community consciousness can be sustained. To develop a perfected community reconstruction program, this study provides alternative perspectives of this urban design to related researchers and the public sector.
