技服廠商公共工程履歷資料之應用分析

Abstract

公共工程履歷記錄之資訊，除可作為機關辦理獎懲及選擇廠商之依據外，亦可用於承攬廠商研擬專案經營策略及選擇合作廠商之參考，惟過去有關公共工程履歷應用之研究，多以業主角度出發，較少探討承攬廠商應如何應用履歷資料，且亦未有以技服廠商為主要分析對象之研究。本研究以國內某家大型技術服務廠商為例，由公共工程履歷記錄中抽取該廠商曾執行案件之基本資料(包含工程類型、技服類型、合作廠商及是否預先通知)及施工查核成績，再蒐集各案件之缺失扣點記錄及主辦機關之獎懲規定，最後配合推論統計技術(單因子變異數分析、無母數檢定)及實際參與查核人員之訪談，建立技服廠商應用公共工程履歷之分析模型。研究結果顯示，本模型除可用於探討影響技服廠商查核成績之關鍵因素外，亦可用於技服廠商研擬案件承攬、廠商合作及履約管理策略之參考，應有助於提升廠商履約績效與品質。

The information of curriculum-vitae records for consultants not only to be a basis of administrative organizations for rewards and punishment, but also benefit construction consultants to determine possible construction cases, contractors management and development of strategies. However, in the literature engineering research of curriculum-vitae application put emphasis on clients` perspectives, less discussion on both contractors and engineering consultants even how to utilize for curriculum-vitae data. In this study, we established curriculum-vitae data of engineering consultants analysis model. The model was implemented on actual data for one large engineering consulting company for example. We ran the model with basic data(including construction type, consulting type, cooperation contractors and notification ways) and the performance audit data from curriculum-vitae of public construction works records, then we collected the cases of flaws and punishment for administrative organizations, using statistics methodologies (one-way ANOVA, and Non-parametric analysis) and having interview with engineers finally. The results indicated that this model can be used to identify the key factors that greatly impact the performance audit of construction project. Furthermore, it cannot only be used for engineering consultants to determine possible construction cases, contractors management and development of strategies but could also improve the quality of construction.
