摘要: 職業安全衛生管理系統,為一套具有全面性風險評估與危害鑑別的風險管理工具,且已被認為是確保企業永續發展的有效工具,企業可以藉由系統的運作管理建立一個完整的安全衛生管理機制,避免大部分的傷害與意外事故,透過風險評估的方法,找出實際與潛在的職業災害,達成預防、控制與降低營運時所可能面臨的風險,即使在緊急狀況下也能以有效的方式處理及因應,進而保護勞工在就業場所中的生命安全與維持企業的永續發展。然而安全衛生工作的推行,則由企業高階主管所授權的安全衛生政策為開端,政策內容須明確陳述企業整體的安全衛生目標,與對安全衛生績效改善的承諾。故安全衛生績效顯現之良窳,確實為職業安全衛生管理工作推行成效的重要指標。 本研究採用目標管理、方針管理及平衡計分卡三種績效管理的方法,配合企業推行職業安全衛生管理系統之階段特性,將各項績效指標依照『指標類別』與『系統構面』分門別類,區別指標的重要性、執行性及成效性之難易程度,應用於企業之短、中、長期各階段推行策略之中,以建構職業安全衛生管理系統之各運作發展期程的適用指標,使企業之職業安全衛生管理系統能有適度均衡的發展成果,不致偏頗於某一指標類別及系統構面之中。
Occupational Health and Safety Management System is a fully risk evaluation and hazardous identify implement of risk management, also had been the effective tool to considered ensure the enterprise to sustainable development. The enterprise may establish a complete safety and health management mechanism by the system operation management to discover actual and the potential occupation disaster, avoid the majority of injury and the accident by the risk assessment method for achieve the prevention, control and reduce the risk when business operation possibly faces. Even if under the urgent condition also can by effective way processing and handle. Then protects laborer's continues forever the development in place of employment safety and maintenance enterprise to sustainable development. However to follow out Health and Safety work, cause of the Health and Safety Policy authorized by the enterprise’s top management that clearly states overall health and safety objectives and a commitment to improving health and safety performance. Health and safety performance to appear good or weak, certainly an important indicator to show Occupational Health and Safety Management follow out results. This study introduce into three performance management method in Management By Object, Hosin Kanri and Balance Score Card to match up the enterprise to follow out the Occupational Health and Safety Management System phase character, to discriminate the every performance indicator according to indicator category and system aspect for importance, execute, effect level to apply to the different period strategy for establish every operation period indicator for Occupational Health and Safety Management System. To make enterprise’s Occupational Health and Safety Management System had moderation develop result.
