蘭嶼原住民媒體資料庫建置與數位典藏計畫 (III)

Abstract

奠基在前二年的基礎之上，本計畫是一個數位典藏的延續性計畫。本計畫與蘭恩文 教基金會進行合作，取得珍貴的媒體資料授權，進行第三年的數位化與資料庫建置之典 藏工作。本計畫之目的除了透過數位典藏機制來保存蘭嶼原住民的珍貴媒體資料之外， 亦希望能有助於蘭嶼原住民部落對自我認同之建構，並促進族群文化之交流，讓外界更 進一步瞭解蘭嶼原住民的生活、文化與歷史。本典藏計畫之核心價值包括「族群文化價 值」：透過媒體資料庫，紀錄蘭嶼原住民的社會生活與文化發展經驗。使原住民族群文 化風貌、神話傳說、以及日常生活記事等內容得以較完整地呈現。其次是「歷史價值」： 針對在文化資產意義上，具有重要價值的部落社會，保存其過去被主流社會忽略，且瀕 臨萎縮消逝的文化產物，並藉數位典藏保存其歷史記載。同時具有「多元文化價值」： 創造不同族群之間互相瞭解與認識的媒介，使少數族群與主流文化能產生對話的功能， 並使外界更瞭解原住民文化，創造進一步的溝通機會。 本計畫除了將完整的原住民媒體內容加以數位化儲存與建立詮釋資料之外，本計畫 並將所有媒體內漢語轉換為全文文字，以全文方式輸入典藏資料庫之中。就理論意涵與 質化角度觀之，本計畫之貢獻，乃在透過原住民媒體資料庫的建置與保存，以「弱勢族 群媒體」發聲為關懷，建構原住民媒體的保存價值與傳播意義，以促成上述對內及對外 的訊息傳播功能。就成果的量化角度觀之，本計畫第三年度將完成約3,000筆豐富、精 緻的metadata，總量包括：4,980分鐘影像內容、735頁蘭恩通訊、212頁報刊版面、108 集廣播節目、以及2,500張歷史照片。本計畫最後希冀具有「參與式傳播價值」：推動蘭 嶼族人運用自己的力量，透過本計畫所設計出來的簡易超作網路介面，學習進行數位內 容建置，以延續並豐富資料庫生命。故第三年重點，除了提供蘭嶼原住民的數位內容建 置教育訓練之外，並著重在人名權威檔的建立、以及對五千筆既有資料庫內容的審查與 修訂之工作。

This is the third year of the follow-up project for the digital archive of media content produced by Lan-An Culture and Education Foundations, an organization established in Orchid Island (Lan Yu) for conducting aboriginal services. The aboriginal media a contribute to form consensus and ethnic identity among local residents and function to present the local voices to the outside world. This proposal uses media content produced by Lan-An Culture and Education Foundations. These media contents include VHS, DV materials, broadcasting programs, Lan-An bi-weekly magazines, historical photos, and Lan-An Newsletters. The latter two types of data are newly added in the third year of this project. A total of 947 pages of magazine and newspaper pages, nearly 5,000 minutes of visual materials, 250 minutes of aural materials, and 2,500 photos are planned to convert to digital form and become part of the aboriginal digital archive. In this year, the emphasis is placed on the set up of authority of name & places, examination of previously-established digital archive & metadata, and the training of Lan-An aboriginals in processing original data and coding metadata by themselves.
