dc.description.abstract本研究旨在協助經建會檢視及提供座談會議題與題綱、彙整分析國內外物流運籌政策、探討我國全球運籌發展之優劣勢、彙整產學研會議內容,並研擬我國全球運籌之政策方向、策略及建議,作為經建會後續政策規劃之參考。基此,本研究首先經由二次之座談會前會、兩次產學研專家分組座談會及一次跨分組座談會,歸納彙整出強化全球運籌及自由港區發展之願景及目標規劃體系,並據此針對其中前五大題綱進行探究,包括: 1.促進物流產業發展; 2.活絡市場機能; 3.積極協助全球布局; 4.強化國際物流基磐與設施; 5.強化自由貿易港區。 根據五大題綱,本研究探討全球經貿現況趨勢,並歸納彙整新加坡、日本、韓國、中國、香港及荷蘭等國之全球運籌發展政策(第二章)。繼而,本研究分析我國全球運籌發展現況,並透過運籌權益關係人問卷調查,獲悉我國運籌權益關係人之需求,以構建我國全球運籌發展之SWOT分析(第三章)。爾後,本研究歸納彙整兩次分組座談會及一次跨分組座談會之內容,在「促進物流產業發展」下,共研擬3個策略及10項建議;在「活絡市場機能」下,共研擬4個策略及13項建議;在「積極協助全球布局」下,共研擬3個策略及10項建議;在「強化國際物流基磐與設施」下,共研擬6個策略及15項建議;在「強化自由貿易港區」下,共研擬5個策略及19項建議(第四章)。最後,本研究根據制度面、費率面、效率面、硬體設施面、法令面、軟體設施面等層面,將我國物流運籌之題綱、議題及其建議事項進行歸納彙整成短期、中期、長期之建議項目(第五章)。zh_TW
dc.description.abstractThe purpose of this study is to assist CEPD to provide discussion agenda for expert meetings, to collect foreign logistics policies, to analyze the strength and weakness of Taiwan’s logistics environment, to compile minutes of expert meetings, and to formulate Taiwan’s logistics policies, strategies and recommendations for the reference of governmental policy planning. Through the discussion of two pre-meeting, two sectional expert meetings and one cross-section meeting, this study provides the objective system to achieve the vision of making Taiwan as a global logistics base and competitive free trade zone, and reaches some conclusions based on five main agendas: 1.Promote the development of logistics industry; 2.Activate the market mechanism; 3.Help enterprises to develop global layout of business; 4.Strengthen the infrastructure and facility of international logistics; 5.Enhance the function of free trade zone. This study first analyzed the global trend of trade, compiled the logistics policies of Singapore, Japan, Korea, China, Hong Kong and Netherland (in chapter 2), and established the SWOT framework based on the current logistics conditions in Taiwan and the opinions survey of stakeholders (in chapter 3). After compiling the opinions in two sectional expert meetings and one cross-section meeting, this study then formulated 3 strategies and 10 suggestions under the agenda of “promote the development of logistics industry”, 4 strategies and 13 suggestions under the agenda of “activate the market mechanism”, 3 strategies and 10 suggestions under the agenda of “help enterprises to develop global business”, 6 strategies and 15 suggestions under the agenda of “strengthen the infrastructure of international logistics”, and 5 strategies and 19 suggestions under the agenda of “enhance the function of free trade zone” (in chapter 4). Finally, this study concluded our short, medium and long term suggestions in the areas of institution, fare, efficiency, hardware, law, and software (in chapter 5).en_US
