摘要: 高鐵通車後人口、產業分佈、土地使用、以及空間結構將會因之改變,為了及早重新檢視既有國土規畫是否切合未來發展需求,並借鏡國外發展經驗,擬訂發展策略,期能藉此導引國土合理使用。本研究的目的茲有以下幾項:1. 國外(歐、日)高速鐵路對國土空間結構衝擊之經驗比較分析。2. 國土空間結構發展之回顧與檢討。3. 高鐵通車後對國內運輸需求、人口及產業分佈、土地使用、區域空間結構等之影響預測與分析。4. 國土空間發展構想與各空間階層發展定位之重新檢討。5. 可操作性之國土空間發展策略的擬定與評估,及相關配合措施與法令機制之檢討。
The population, industry, land use and spatial structure will be changed after the introduction of High Speed Rail. To understand these changes and provide the corresponding development strategies, this study will focus on the following study items:1. to study the impacts experences of High Speed Rail of Japan and European countries;2. to review the spatial structure change of Taiwan;3. to explore the impacts of High Speed Rail in Taiwan;4. to reposition the spatial structure and provide the corresponding development blueprints;5. to suggest the relevant legal and instutional arrangements.
