我國自由貿易港區發展綠色物流之機會與挑戰

Abstract

為深入了解國際間有關應用運輸物流技術強化供應鏈連結之作為，有效建構效率化之運輸物流環境，以期透過強化國內外無縫隙整合概念，以擴大運輸物流產業發展整合之效益。本計畫擬以國內自由貿易港區所面臨之物流議題為研究對象，採用設計科學(Design Science)解析問題之程序，以系統化之分析步驟，依照不同問題適度納入專家訪談、SWOT分析與品質機能展開(QFD)等研究方法，完成評估我國全球供應鏈之發展態勢、分析國內與先進國家於供應鏈鏈結之差異、研擬運用資訊科技改善物流效率之相關建議等各項工作。另外，以物流、資訊流角度界定影響層面，並以國際門戶(機場、港埠)及國內核心產業為範疇，定義未來供應鏈連結之趨勢與課題，最後，針對我國必要的基礎建設、政策與法規架構以及貿易程序等提供施政建議。

This project aims at analyzing opportunities and challenges of the development of reverse logistics in the free trade zone of Taiwan, and at providing suggestions of further improvement. Moreover, in order to maintain the competitive advantages in the Asia-Pacific region, it is necessary to enhance the functional value of the free trade zone of Taiwan by the development of environmental logistics and the application of technologies. The approach used in this project is the procedure of New Service Development (NSD) model, which includes Kano model, SERQUAL and Quality Function Deployment (QFD). Additionally, this project also classifies service items of environmental logistics in the free trade zone of Taiwan into five quality attributes including attractive quality, one-dimension quality, must-be quality, indifferent quality, reverse quality. Moreover, according to the suggestions of various stakeholders, this project not only develops improvement policies for short-, middle-, and long-term targets, but also provides response strategies for each affected aspect.
