摘要: 環保設施選址必須考慮各種選址準則與因子及分析大量空間資訊,是一個相當複雜 的決策過程。本研究團隊因此曾發展一些模式與電腦程式改善選址分析的複雜性,本研 究將進一步發展空間性環保設施選址線上決策支援系統,以期有效輔助相關決策分析。 第一年擬發展向量式環保設施選址優選模組,以及研擬相關平行求解演算法與求解模 組,以提高選址分析效率,亦將探討本研究所發展工具可適用的選址問題,如掩埋場場 址、水質監測站與空氣污染監測站選址等問題,且將分析相關選址因子與特性,及研擬 SVG 向量式選址GIS 模組與具優選能力之GIS 選址決策雛型子系統。第二年將研擬空間 性環保設施選址線上決策支援系統之架構,以及依照不同選址問題,發展適當的空間性 環保設施選址優選模組,並針對環保設施問題所需考量的因子,架構選址優選模組所需 之功能、模式與工具,以及研擬資源回收站與有害廢棄物選址的相關因子,作為後續年 度發展決策支援子系統之依據。第三年擬擴充第二年各優選模組為決策支援子系統,並 新增與擴充其他適用的空間性環保設施選址決策支援子系統,整合發展為空間性環保設 施環境線上決策支援系統,並針對各子系統所擬應用的選址問題,進行案例探討及示範 應用。
Environmental facility siting (EFS) must consider various criteria and factors for evaluating the suitability of a candidate site. It also needs to process a massive amount of spatial information before a proper EFS decision can be made. Several models and computer programs for EFS were therefore developed by us to facilitate EFS analyses. A Web-based spatial decision support system for EFS (EFS-SDSS) is to be developed in this research for implementing various EFS decision analyses. In the first year of this study, a vector-based EFS optimization module with a specific algorithm for solving an EFS optimization model and a computer program for implementing the algorithm are to be developed. In addition, a parallellized algorithm and a computer program to implement it will be developed also for solving the same optimization model efficiently. Various criteria and factors for siting a landfill, water quality monitoring sites, and air quality monitoring sites, are to be collected, evaluated and analyzed. Furthermore, a SVG-based GIS module and a preliminary sub-system that extends the capability of the SVG-based GIS module with EFS optimization functions are to be established. In the second year, the detail structure of the EFS-SDSS is to be properly designed. Optimization modules for several EFS problems will be developed and integrated with associated modules for evaluating EFS criteria and factors, including related functions, models, and tools. Moreover, criteria and factors for siting drop-off centers and hazardous waste sites are to be collected, evaluated and analyzed. In the third year, the EFS optimization modules previously developed are enhanced to become EFS-SDSS sub-systems. Two new sub-systems for siting drop-off centers and hazardous waste sites are also to be established. Finally, the EFS-SDSS is to be established by integrating all sub-systems, and a case study is to be implemented for demonstration and evaluation of the applicability of each sub-system
