摘要: | 近年來永續運輸已成為運輸規劃與政策的基本目標並被視為運輸部門在永續發展上的最高層級。隨著永續發展的觀念形成,直至今日永續運輸仍無單一而普遍可接受的定義。
緣此,為探討運輸與永續發展之相關課題,擬以「永續發展」及「永續運輸」為出發點,並以臺灣地區道路系統為分析對象,先蒐集國內外道路系統永續運輸之發展現況與趨勢,取得適當之道路系統永續運輸量化指標,建立一套合理的永續道路系統評估架構,以提供未來道路系統永續運輸之評估準則。
於上述研究背景與動機下,本研究之目的,將探討永續道路系統評估架構之建立,以期能衡量目前道路系統永續發展的程度,並期望能提供公部門擬定未來政策、計畫與建設之參考。 In the recent years, sustainable transport has become the fundamental goal of transport planning and policy. At the highest level, sustainable transport can be viewed as the expression of sustainable development in the transport sector. As with the concept of sustainable development, there is still no single universally accepted definition of sustainable transport. In order to explore issues related to transport and sustainable development, this study is intended to "sustainable development" and "sustainable transport" as a starting point. It would use the road system in Taiwan as the analysis target , and to collect domestic and foreign road transport system and sustainable development of the current situation and trends. It will strike a proper system of road transport quantitative indicators of sustainable development, and to establish a reasonable assessment of the evaluation framework for sustainable road systems to deliver future assessments of sustainable road transport system of guidelines. In the above research background and motivation, the purpose of this study will explore the establishment of an evaluation framework for sustainable road systems. We expect to measure the level of sustainable development of the current road system, and look forward to providing a reference for the public sector in the future policy, planning and construction. |
