中小型公共建築工程監造品質影響因子之案例研究

Abstract

監造品質為工程品質之關鍵因素之ㄧ，一般而言監造品質之優劣，隨監造單位內部之組織、制度、成本、及人員技術與外部之目的主管機關、主辦單位、承包商及其他因素而有不同。然這些因素在地方中小型建築工程特性條件下會造成哪些影響?，使監造在執行過程中不能有效控制工程品質，產生查核成績相較中央辦理或大型工程為差之現象；由監造從業人員角度而言，執行監造時，對於環境的不瞭解，將無法掌握工作重點，發揮功能。 本研究由普遍性影響監造品質的因子，以四件中小型公共建築工程案例監造執行所發生的問題分析而得在此特性所發生的各項因子，再利用中小型特性做關聯分析，得到因為特性造成「中小型公共建築工程監造品質」不佳的原因，透過專家訪談得以驗證關聯與因子的重要性，綜整訪談結果研擬監造管理策略，包括監造人員之執行觀念及重要之因子改善建議，期對提升此特性工程之監造品質有所助益。

Supervision quality is one key factor on the engineering quality. Normally, Supervision quality is influenced by internal supervision divisions were included organization, system, cost, skill, and external divisions were included government competent organ of Public Construction Commission and Building Administration Division, owner, contactor and other impact factors. What effect did those factors cause on local small and medium-sized construction? And it shall be caused Supervision Quality was lower than government projects or large-scale projects if Supervision Quality was out of engineering control during the implementation process. Per the view of the skill during the supervision, they can not control key point and functioning until well-done on unpredictable environment.

According to 4 cases of small and medium-sized public works per commonly impact factor of Supervision Quality, this paper wants to develop the suggestion of Management Strategy and to improve Supervision Quality. Per the case’s true impact factors produced by the analysis of really problem during the supervision implementation and the Correlation Analysis depended on small and medium-sized properties, we researched the root cause of defectiveness on the quality supervision of small and medium-sized public construction. Because of expert interviews to identify the importance of relation and factor with the conclusion of comprehensively consolidation therefore develops Management Strategy included skill’s implementation thought and the improvement suggestion for key impact factor…etc. Hopefully, the investigation was carried out the improvement of Supervision Quality on small and medium-sized public construction.
