摘要: | 本研究之主要架構以產業組合分析為基礎,建構太陽光電(Solar Photovoltaic)產業之競爭策略,以市場成長曲線與太陽光電產業價值鏈為區隔變數。透過此一分析區隔出台灣太陽光電產業之定位,並利用產業創新需求要素分析模式及產業專家之意見調查,分析歸納出發展太陽光電產業的關鍵成功要素,提出台灣太陽光電未來發展的可能經營策略。
分析後結果得出,台灣太陽光電產業目前定位在產業價值鏈中的生產成長階段;未來冀望針對生產及市場應用研究持續投入,使太陽光電產業順利進展到生產與市場階段的成熟期。
為輔助台灣太陽光電產業成長,本研究根據產業創新需求要素與政策類型的分析結果得到,政府需要優先提供與加強的要素有:「國家基礎研究能力」、「國家整體對創新的支持」、「技術合作網路」、「政府對產業政策的制定」、「產業間的技術合作」、「政府對產業創新的支持」、「具整合能力之研究單位」、「再生能源發展條例的立法」、「建立系統標準」、「先進與專業的資訊流通與取得」、「需求量大的市場」、「國家基礎建設」、「政府優惠制度」、「綠色電價制度」、「研究經費」等。 This thesis reports on a strategic analysis of the development of Solar Photovoltaic (PV) industry, using a portfolio model to assess competitive and strategic requirements for the development. The portfolio model entails a 2-dimensional analysis, containing market s-curve and the value chain. Three research methods used for data collection are literature review, expert interview, and general survey. This research reveals that the PV industry is positioned at the developing phase of the market s-curve, and also between the production area of the value chain. The future prospects should be placed at the position of production and the mutual phase, and base on the production mutural results to move to the market phase. Evaluating Industrial Innovation Requirements and Policy Tools leads to a conclusion that the most critical categories of policy are “Nation fundamental research capability” , “Full support to overall innovation nationwide”, “The network of technical cooperation”, “Government’s policies for industry ”, “Technical cooporation in industry”, “Government policies support to industrial innovation”, “Integration capable of research units”, “Renewable Energy Development Act legislation”, “Establish system standards”, “Advanced and professional flow of information and to obtain”, “Large market demand”, “National Infrastructure”, “Government System of Preferences”, “Establish laws on renerable energy” and “Research funding”. More specifically, the corresponding policy instruments in support of developing IIRs are provided in the conclusion of this thesis. |
