非營利組織捐款資料庫之研究－以慈濟基金會為例

Abstract

非營利組織的資金主要是來自於社會大眾的捐款，對於每一筆捐款都應有詳實的記錄，才能取得社會大眾的信任，因此，建立一個完備的捐款資料庫是必要的。 但是，非營利組織的運作在人力方面多數是依賴於義工，他們對捐款資料的登記不一定有完整的要求，而捐款人在捐款時多出自於為善不欲人知的心態上，未必提供完整的個人資料。而非營利組織在發展電腦系統時，因人力資源及缺乏經驗等的限制條件下，電腦化系統的發展較不理想。這些因為非營利組織的組織特質及行為因素所產生的問題，都是造成非營利組織資料品質不完整而有缺陷存在的原因，使得非營利組織的捐款資料整理不易，導致在徵信上的困難。 由於捐款資料品質存在有缺陷，本質上就有不確定的問題，又必須要達到捐款徵信的目的，因此其關鍵在於捐款資訊提供過程的嚴謹與否，而捐款資料庫就必須要包含所有捐款歷史記錄，才能提供一個完備而嚴謹的徵信程序。所以，如何在資料品質無法確保的情況下，有效提供所有捐款記錄的徵信查詢，是一個值得探討的問題。 本研究依非營利組織的特性，分析建立捐款資料庫的主要困難及其欲達成的目標，探討克服這些困難的可能途徑，提出建立捐款資料庫的概念與方法，以個案驗證模式的可行性。提供一個多層次的捐款徵信資料模式，建立非營利組織的捐款資料庫，以有效提供捐款者的所有捐款記錄，達到徵信等目的。

A major source of funding for nonprofit organizations (NPOs) is the public donaiton. So the critical element of nonprofit organization's (NPOs) development is its fund-raising sysem. Therefore, establishing a donor database to provide complete donor information for donor is very important for NPOs. The complexity of the design of donor database comes from the incomplets and incorrect source donor data. Many donors tend to not provide complete and correct data for their values. In addition, information system development for NPOs usually fail. For the lack of information profession. As a result, NPOs suffer greatly from incomplete and, often, incorrect donor database. And its fragmented and inaccurate hisorical data. Basing on nonprofit organization's charcteristics, the purpose of this research is to analysis the difficulty in establishing donor database and find some way to overcome the problem. To meet trusting specification, this research propose a multilayer data model to construct donor database. A case study of Tzu-Chi institute would be demonstrated how the model was useful in developing the intangible and complex donor database.
