摘要: 公車系統向來為台北市重要大眾運輸工具,但這些年來,公車一直未能隨 著經濟發展的腳步一同邁進,反而現在面臨乘客大量流失的命運。為求有 效解決台北市公車營運困境,改善都市交通擁擠,交通部運輸研究所最近 規劃台北市棋盤式公車路網,然而,該棋盤式公車路網之效益如何在該報 告書中並未詳予評估,究竟此一路網能否帶給台北市民新希望,這是一個 有趣的課題,因此,本研究的最主要目的即在於棋盤式公車路網與現況公 車路網之績效。本研究首先探討公車路網評估之重要變數,接著建立公車 路網評估指標,共分三大層面包含六項指標:1﹒使用者:平均旅行時間 、平均旅行成本2﹒業者:每班次平均週轉時間3﹒管制者(政府):路 網彎繞度指標、路網密度指標、公車系統總成本由於實際路網非常複雜, 需藉由套裝軟體TRANPLAN來模擬真實狀況,輸入路網資料,進行交通量指 派工作,並將其部份輸出結果,經由整理、計算成為路網之評估指標。最 後結果顯示,在六項指標中,棋盤式公車路網全部優於現況公車路網,表 示棋盤式公車路網應當是可行的。 Bus system is one of the major transit system in Taipei city. But it is facing now a serious decrease in passengers . In order to improve the bus operation and traffic congestion in Taipei . The Institute of Transportation , Ministry of Transportation and Communications has planned a grid bus network in Taipei city recently . However , the performance of that grid bus network hasn't been evaluated in that report . The main purpose of the thesis is to evaluate and compare the performance between grid bus network and present bus network . At first , this research establishes six evaluation indices of bus network whivh can be divided into three groups : 1 . User : average travel time , average travel cost 2 . Operator : average turnover time per bus 3 . Regulator (government) : circuity of network , density of network , total cost of bus system . Due to the complication of real network , this research secondly simulates the Taipei case by the package of TRANPLAN , whereby the evaluation indices are established. Finally , it is concluded from the evaluation indices that grid bus network is better than present bus network and that grid bus network plan could be a practicable plan in Taipei city.
