摘要: 資訊化的優點在於迅速、確實及提昇工作效率,而網路更讓這個服務提供到每一個角落,不過人是行動的,因此無法二十四小時使用電腦及網路。但手機人人都有而且隨身攜帶,雖然它的傳輸頻寬不大,如果能避其短而就其所長,還是有可用之處。 本篇論文主要是整合行動通訊、知識庫及網際網路等技術,以宜蘭縣政府為執行平台,透過手機簡訊及網路的交互運用,使資訊的傳遞更為流暢。並將學校所學及工作經驗的知識;整合、單一簽入、規則、群組化、個別化及元件化融入系統來提升系統的智慧及延展性。系統架構上分為輸出入單元、執行單元及資料單元,每個單元再細分為元件的組合,以符合物件導向技術為基礎的元件式系統,使個別元件開發的複雜度降低,提升系統品質,降低後續維護的困難度。實作方面先以單純的網路簡訊來提供新的聯絡方式,然後再利用網路簡訊的功能深入原有的系統,例如在員工行事曆上增加了簡訊鬧鈴的機制,提供對行程設置鬧鈴提醒,人民陳情案件和戶政資料申請加上了簡訊回覆的項目,系統異常的緊急通知改變為簡訊通知的模式。最後再朝向簡訊與伺服器互動的服務,完成了簡訊查詢行事曆。當然政府的服務項目繁多,在整個機制建置完成下,還有許多項目可以努力,知識庫運用上也還可以更深入,遍及系統的每一個部分,提升系統效能,延長軟體的生命週期,達成行動化政府資訊系統的目標。
Merits of computerization reside in quickly and precisely improving working efficiency and use of Internet further provide communication between us. However, personal computer is inconvenient for user to carry along and on-line outdoors. Although mobile phones are so popular now, the transmission bandwidth of mobile phone is not large enough. If we can adopt its advantages while disregarding its shortcomings, mobile phones are still useful for on-line communication. In this thesis, we design and implement a mobile government system. This system has been successfully used in I-Lain County Government by integrating mobile communication, knowledge management and Internet technology. Therefore, people having no computer may enjoy the fruit of computerization. The system structure consists of input and output unit, programming unit, and data unit. Each unit has their own object-oriented components. This system uses rule-base method for increasing system scalability. The construction is, firstly, using the short message function to provide a new communication method, planting the short message function of Internet into the original system, providing short message response in addition to E-mail response, and finally adding short message alarm in the emergency call during abnormity of system. The construction further provides interactive service between the short message request and server response. Finally, conclusion and future research are given.
