摘要: | 本研究将整体WLAN产业分成两个区块,分别为WLAN晶片与WLAN系统产品两种。主要架构以产业组合分析模式为基础,设计出WLAN之产业组合分析模式,定位构面纵轴系台湾产业技术能力,而横轴为全球WLAN产业价值链。在研究方法上采取文献分析、专家访谈、专家问卷调查与召开专家座谈会,在统计方法上兼采有母数统计与无母数统计方法以进行小样本专家问卷之统计推论。 本研究结果显示,目前WLAN产业若以WLAN晶片来定位,MAC+BB晶片目前之产业技术能力介于自行开发及改进之间,产业价值链上横跨了设计/创新与制造/代工,未来的策略将走向具技术开发之设计与创新能力。RF晶片目前之产业技术能力介于技术改进与获取之间,产业价值链上横跨设计/创新与制造/代工,未来的策略将走向兼具设计/创新与制造/代工之技术自主开发能力。WLAN SOC目前产业技术能力在技术获取的阶段,并位于全球产业价值链中之制造/代工阶段。未来策略以往价值链中设计/创新端发展并提升技术能力至改进阶段。若以WLAN系统产品来定位,WLAN内建式产品目前已达技术能力可以自行开发的阶段,在产业价值链上以制造/代工为主,未来的发展走向能具有自主开发的设计与创新之能力。WLAN NIC与AP,目前则具产业垂直整合的型态,且有自主开发的能力,未来发展仍维持不变。而无线家庭闸道器具有产业垂直整合的型态,但仍在技术改进的阶段,未来则以技术可以自主开发为发展方向。 根据产业创新需求要素与政策目标,归纳出台湾若要要发展WLAN产业之具体推动策略,如培养类比线路、WLAN应用开发、通讯系统人才、订立共同研发产品或应用技术之人才培育、筹办跨领域学程的课程规划。在智慧财产权方面,培养IP验证测试、计价、应用推广、专利申请等等后端之技术服务人员。并加强创新奖励以提升专利的质量与专利地图之建立。在政府的财政体系上,提供低率 (小于2%)贷款并建立有效率且透明度高的金融市场。 This thesis reports on a portfolio analysis for the strategic development for Taiwan’s WLAN industry. Using a portfolio model, we segment the WLAN industry into two sectors, namely, the WLAN Chip, WLAN system product. The portfolio model entails a 2-dimensional analysis, in which the industrial skill ability and the value chain are used, respectively, for the vertical and horizontal axes. Three research methods are used for data collection, which include literature review, expert interview, and general survey. Evaluating the Industrial Innovation Requirements and policy goals leads to a conclusion that the most critical categories of policy instruments are Scientific and Technical Development, Education, and Political. The policy priority should include cultivating human resources for RF/IC, establishing a contractual program for cultivating human resources of new product development, encouraging R&D project collaboration between the academia and industry. Assistance for expediting human resources development for IP testing and patent map assessment are also priorities. In addition, government should help establish an efficient financial market and provide the low-rate loans to encourage investments in the WLAN industry. |
