大陸半導體崛起對台灣中小型 IC 設計業經營挑戰之探討

Abstract

本研究探討台灣中小型IC（Integrated Circuit，積體電路）設計產業在面臨大陸半導體產業優勢崛起的衝擊，應如何尋求突破經營困局。 中國政府於2014年頒佈【國家集成電路產業發展推進綱要】，以租稅補貼、直接入股或直接財政支持、保護政策、設立產業投資基金、政府採購訂單、專利佈局、廣設IC設計科技園區及IC設計育成中心、國家重大科技專案…等等扶持政策，來發展具國家戰略產業的半導體產業鏈，使得台灣中小型 IC 設計業面臨重大挑戰。 本論文分析及訪談產學研等相關人士，一、從IC設計業外在環境條件因素中，找出中國大陸半導體崛起對台灣IC設計產業的影響；二、再從IC設計公司內部環境條件因素中，了解中小型IC設計公司突破經營困境及產品轉型能力；三、最後在物聯網(IoT)啟動另一波科技的變革浪潮及多樣產品發展趨勢下，IC設計公司可發展的產品轉型目標。

Facing the rise of Mainland China’s semiconductor industry, this study is to seek opportunities for breakthrough for Taiwan’s small and medium sized IC (Integrated Circuit) design firms. The Chinese government promulgated [Promoting National Integrated Circuit Industry Development Platform] in 2014 by using tax subsidies, direct share holding or direct financial support, protection policy, industrial investment funds, government purchase orders, patent portfolio, IC design Technology Park, IC design Incubator Center, national projects on technology etc. to develop the semiconductor industry supply chain. The small and medium sized IC design industry in Taiwan is facing major challenges and difficulties. This paper interviews CEOs, researchers and major stakeholders from IC design industry and provides discussions in 3 dimensions. First, this study tries to identify the impact on small and medium sized IC design firms from the external environmental conditions. Second, this study then tries to understand the abilities and difficulties of these small and medium sized IC design firms in product transformation. Third, in the wave of Internet of Things (IoT) this study analyzes and suggests posssible target products for these IC design firms.
