dc.description.abstract | 台灣農業發展歷史悠久,但目前必須面對農業轉型的問題。展望未來,如何運用生物與資訊技術,提升農業的附加價值,將成為一項廣受注目的課題。政府如何在資源有限的條件下,規劃國家未來的農業生物科技,必須藉由各界人士的努力與協助,方可達成目標。 本研究從國家創新系統的觀點,並結合專家的意見,試圖找出國家發展農業生物科技產業的關鍵因素。首先,先透過國家創新系統的文獻蒐集與現階段我國農業生物科技產業的發展狀況,確立本研究之架構。之後再以層級分析法 (AHP)進行專家問卷的實證分析,找出我國發展農業生物科技產業的各項因素之權重。根據本研究結果,台灣發展農業生物科技產業的排序依次為:(1)法規與政策;(2)產業與其他單位之合作關係;(3)資金取得;以及(4)教育與研究系統。最後並依此結果與專家諮詢,了解其原因,並對此提出綜合建議以供未來的政策參考。 | zh_TW |
dc.description.abstract | The development of agriculture industry in Taiwan has been started for a long time, and it is now faced industry transformation. Currently, most of the world’s governments are thinking of using biotechnology and information technology to raise the additive value of agriculture industry. Taiwan is a small country with limited resources, how to use these technologies effectively to build Taiwan excellence on bio-agriculture industry has become a critical issue. This research combines the perspective on national innovation system with export’s opinions to explore innovation development and performance of the bio-agriculture industry in Taiwan, and then finds out the key development factors in the same regard. In order to assess the key development factors for Taiwan’s bio-agriculture industry, this research applies Analytic Hierarchy Process (AHP) methodology to calculate the factor’s weight and reaches the following conclusions: (1) public policies and regulations; (2) corporate activities and collaborations; (3) the financial systems; and (4) the research and education systems. In the end, this research uses in-depth interview to find out the reasons of these conclusions, and bring up some suggestions for our government. | en_US |
