摘要: | 计程车为国内最重要的副大众运输系统,由于计程车牌照长期管制,一般的驾驶人加入计程车业之方式系自备车辆而登记在具有计程车牌照之公司名下。此种营业制度导至相当多的问题,因此政府在1995年公布计程车运输合作社设置管理有关法令,根据此规定,计程车驾人可经由所属计程车运输合作社迳向政府取得营业牌照。 本研究之目的在于由合作社组织原理,检讨计程车运输合作社设置管理规定,并根据不同计程车运输合作社的标准提出四个替选建议方案。本研究以问卷方式进行意见调查,利用AHP法计算不同准则的相对权重,其次利用TOPSIS法评估不同方案之优先排序。结果显示计程车业采用运输合作社方式营运为适当可行。且问卷调查之结果显示一般均认为现行计程车运输合作社之标准过低,应再予以规定较高之门槛标准。 Taxicab is an important paratransit mode in the ruban areas of this country. Since the license plates have long been regulated, the most popular way for the drivers to enter this industry is to own the vehicles and registered under a company who possesses taxi license plates. Such an operation system has caused tremendous problems, thus, the government decided to promulgate the Regulations of Taxicab Transport Cooperation in 1995. According to the Regulations, drivers can obtain license plates directly from the government if they form a taxicab transport cooperation of their owns. The purpose of this study is to examine the Regulations of Taxicab Transport Cooperation from the organization theory of a cooperation. Four alternnatives were proposed based upon various standards for forming a taxicab transport cooperation. A questionnaire survey was carried out and AHP method was employed to determine the relative weights of different criteria. TOPSIS analysis was then performed to evaluate the priority of different alternatives. It is found that transport cooperation is a suitable way for operation a taxicab industry. The questionnaire survey shows that current standards to form a taxicab transpotr cooperation are slightly too low and higher threshold standards are recommended. |
