台灣地區各縣市政府空氣品質維護之績效評估

Abstract

本研究在建立適當的模式，來探討民國88年至92年台灣地區各縣市政府空氣品質維護之績效評估，並比較不同模式下所計算出各縣市空氣品質維護效率與現況之合理性。其主要應用的方法為資料包絡分析法（data envelopment analysis）。 研究中主要是比較各縣市政府空氣品質維護之技術效率、純粹技術效率、規模效率與產出目標。根據計算結果顯示目前台灣地區各縣市政府空氣品質維護績效的較佳模式之投入項為各縣市全年環境保護經費與人力數目，產出項為空氣品質低污染（PSI≦100）日數比例。本研究中並根據上述模式計算出各縣市逐年的全年空氣品質高污染（PSI>100）日數比例的空氣品質管制目標，並比較現行政府空氣品質管制目標之差異。本研究結果可提供各縣市政府在評估其技術效率與空氣品質管制目標達成狀況之重要參考。本研究中亦發現環境統計相關資料庫之完整性將主導各縣市政府空氣品質維護績效評估模式之選用結果。

This study studies air quality maintenance performance evaluation of 22 counties and municipalities in Taiwan. It also compares several different models. The research period is from 1999 to 2003. This study applies data envelopment analysis (DEA) to compute the technical efficiency of air quality maintenance performances of 22 counties and municipalities in Taiwan. The single output of best model is the ratio of good air quality (PSI≦100) in the year; and the two inputs are the funds and people of environmental agency of each county or municipality in Taiwan. This study also computes the efficient air quality control objectives (PSI≦100), and then compares with the objectives see by Taiwan’s Environmental Protection Agency. This study shows how to find out efficient and feasible air quality control objectives for a region in Taiwan.
