摘要: 台灣地區位於環太平洋地震帶上,又處於颱風侵襲路徑,基於自然環境的不利因素,幾乎每年都有地震、颱風、暴雨等自然災害的發生,加上鄉村都市化的快速發展,以致災害造成危險性及影響程度愈來愈大,因此安全防災成為都市建設的重要課題。 回溯我國都市與建築發展國程,由於前期過度強調實質建設,致使都市環境安全、品質均付之闕如,所以如何打造一優質而安全之都市,便成為當今努力之目標。 高速鐵路乃政府十二項重大建設之一,為配合高鐵興建,內政部於高鐵桃園車站擬定一新市鎮特定區開發計畫,並主導車站地區開發建設推展與執行。 本研究基於高鐵桃園車站特定區都市計畫上,對於新市鎮建設都市防災規劃目前尚無建立具體計畫準則,然而為考量在本特定區公共工程建設實務規劃上希望能與都市防災理念相結合,因此參考國內、外都市防災相關研究成果,整理出本特定區公共工程系統防災規劃原則及主要內容,並且應用地理資訊系統GIS實際運用於工程規劃實務上,以期落實本特定區公共工程防災規劃。
Taiwan geographically is located at Pacific Ocean earthquake ring, and it's also in the typhoon footpath. Base on these unfavorable natural environment factors, each year Taiwan has natural disasters happened like the earthquake, typhoon, and rainstorm. Moreover, fast rural area urbanization development has increasing the danger and influence on human life when these disasters happen. As a result, the safety precaution is the major priority topic for city development today. Look back upon our cities and construct development history, it excessive emphasizes on the substance construct in the earlier stage and result in lack of the city safety and quality environment. Therefore, how to build up a high grade and secure city is today's objective for us to endeavor. The high-speed railway is one of the government twelve substantial constructions. In order to match up the high-speed railway construction, the interior affair has draft a new specific city development plan at Tao Yuan railway station; at the same time, it guide and execute the exploitation and constriction on station area. This analyze is focused on specific city development plan on the high-speed railway at Tao Yuan railway station. Regard to the new city construction precaution plan, it is yet to establish neither a concrete plan nor standards. However, for measuring this specific public project construction area business plan, we hope it can integrate with the city idea. Therefore, we consult domestic and overseas city precaution plan; and we also refer to its related studies fruitful results and get together ideas for this specific public project system precaution plan standard and principal contents. We also actuality use Geography Information System (GIS) on construction plan in order to make this specific public project system precaution plan practicable.
