摘要: | 民間參與公共建設乃是一種公私協力的夥伴關係。政府機關著重於「公眾利益」;而民間機構則著眼於「商業利益」。雙方如何秉持著「政府最大的審慎,民間最大的參與」精神,創造政府、企業與民眾三贏之局面,乃為促參推動的重要課題之一。
盱衡國內辦理促參之十餘年經驗,已有諸多成功案例,可作為推動之參考。然而,如此立意甚好的合作方式,在國內推動促參案件快速成長之際,失敗的案例亦屢見不鮮,如規劃評估階段停滯;已完成規劃,但卻未能成功招商;或已完成招商簽約程序,但在履約階段契約中止等情事發生。
因此,本研究將以適用「促參法」之停車場BOT案件作為研究之對象,先就民間參與公共建設的內容、意涵、發展概況及執行方式進行了解,並歸納彙整台灣促參停車場BOT案件之執行現況。此外,藉由台灣促參停車場BOT實際案例,與聯合國工業發展組織BOT指導原則所提之16項關鍵成功因素進行實例驗證分析,探討影響促參停車場BOT案件之關鍵成功因素及其重要程度,藉此檢視台灣促參政策的執行方式是否有需檢討之處,進而提出因應對策,祈使政府未來在辦理促參停車場BOT案件時,能更為順利。 Private Participation in Infrastructure Projects is a Public-Private Participation (PPP) mechanism that involves joint effort of private sector and government. Government authority focuses on social benefit while private sector eyes on profits. It’s always a major concern of creating a win-win situation for all participating parties, with the ideas of best utilization of private sector resources and a deliberate scheme. With more than ten years history since the introduction of the PPIP scheme in Taiwan, past experiences demonstrate mixed track records – no short of successful cases while plentiful of failed projects can also be found. Therefore, the case of parking BOT which can apply PPIP ACT is adopted as the research subject of this thesis. The first part of thesis includes the explanation of contents, meanings, current development, and execution methods of public infrastructure. Then 16 Critical Success Factors(CSF)concluded by UNIDO BOT Guidelines were introduced for case study analysis using aforementioned local projects to determine the weights and effects of these CSFs. In the end conclusions and suggestions were drawn to develop a revised role-model for parking lot PPIP projects to make sure a smooth implementation of the mechanism in Taiwan in the future. |
