摘要: 本研究結合創新密集服務分析模式與國家創新系統之觀念,建構一套適用於創新密集服務業之政策需求分析模式。此模式以創新密集服務平台為出發,藉由平台之分析,獲得企業所需之內外部關鍵資源需求。繼而將產業內企業普遍的資源需求與國家創新系統內之產業創新系統連結,以得出產業發展時所需之產業環境與技術系統。最後將政策工具與產業創新系統連結,探討產業創新系統與政策工具之關聯,並經由專家訪談得到產業發展所需之政策實施細項。 為驗證本研究之可實行性,本研究以無線射頻識別系統(RFID)之系統整合商做為實證研究的對象。研究結果發現,目前RFID系統整合商最需要之政策工具分別為政策性策略、科學與技術發展及資訊服務。 政策性策略的部份,政府可藉由產業計劃、產業聯盟、建構示範性RFID系統等方式,對產業發展進行規劃,進而增加上下游的連結、擴大產業應用領域;科學與技術發展的部份,除了政府既有的標籤及讀取器相關技術方向之外,尚需發展多標籤讀取技術、長距離讀取技術及RFID應用技術;最後在資訊服務方面,目前市場端缺乏RFID資訊,而RFID系統整合商則欠缺市場應用的相關資訊,故政府可建立資訊平台,協助兩造進行交流,以創造更多的市場機會。
This research utilized an IIS model for analyzing innovation policy in support of the development of Taiwan’s RFID industry. This model, which combines the concepts of IIS and “Nation Innovation Systems”, is based on the IIS platform analysis to obtain the key success factors that companies need when developing the IIS capability. It connects the key success factors with “Industry Innovation System” to obtain industrial demands in environmental and technological dimensions, which are subsequently correlated with innovation policy to determine future policy directions. The results indicate that the system integration (SI) companies in RFID industry need policy tools such as political, scientific and technical development, and information. In particular, when developing RFID industry, the government should establish an industrial plan and an industrial alliance to motivate RFID’s development. To accelerate related technologies mature, the government should develop long-distance readers, multi-tag readers, RFID application technologies. In order to extend RFID market, the government should establish an information exchange platform to connect RFID SI and the customers.
