發展低溫運輸物流系統之課題與因應策略

Abstract

為解決臺灣經濟面對的結構性失衡課題，行政院在產業構面上，提出「推動產業多元創新」策略，以「三業四化」政策─包括「製造業服務化」、「服務業國際化、科技化」及「傳統產業特色化」為三大主軸，並優先篩選出亮點產業，做為推動主軸的示範計畫，協助產業轉型為多元結構。目前已將低溫物流產業列為亮點產業。低溫(cold chain)運輸之發展日漸受到重視。於計劃書內介紹國內、外低溫物流現況與發展趨勢，並介紹目前低溫物流之技術與系統，以專家訪談、專家座談、內容分析與SWOT分析等方法來分析國內低溫運輸物流產業的機會與挑戰，藉上述分析因應未來低溫運輸物流技術發展，研提政府與產業之因應對策與建議。

To solve the structural imbalance problem of Taiwan’s economy, The Executive Yuan propose a policy to promote industries restructuring with various innovations, helping industry to restructure by selecting the highlight industry as demonstration. Currently, cold logistics, which attracts more and more attention with its significance and development, has been selected as one of the highlight industries. The domestic and foreign development trends of cold logistics, technology and system will be introduce in the proposal, we will analysis the opportunity and challenge of cold logistics by expert interviews, panel discussion, content analysis and SWOT analysis, and finally propose the advice and strategy for government and cold logistics industry.
