摘要: 本研究主要以產業組合分析模式作為基礎的理論模型,架構出台灣太陽能電池產業的分析模式,並分別以市場成長曲線與產業價值鏈作為模型的橫縱軸。研究方法係採取文獻分析、專家問卷與專家訪談的方式,並在方法上採無母數統計方法,以進行小樣本專家問卷之統計推論。 分析後結果得出,台灣太陽能電池產業目前定位在市場成長曲線的萌芽期與成長期,以及產業價值鏈中的應用研究與量產研究部分之間;未來冀望以應用研究的成果為基礎,並透過市場開發,使太陽能電池產業順利進展到市場成長曲線中的成長期,並向行銷的部分邁進。 對於政府應如何協助台灣太陽能電池產業的發展,本研究建議政府在政策工具上優先針對「技術合作網路」,應「協助廠商與國外廠商及研究單位之技術交流」與「邀請國內外廠商及研究單位資深人士來台參訪」;針對「技術引進與移轉機制」,應「協助有意願投入之廠商引進國外先進技術」與「加速能源供應自由化及外資以技術入股投資」;針對「需求量大的市場」,需「加速再生能源法立法,並訂定獎勵補助細則」、「推動公共建物採用太陽光電作為示範」與「協助台灣太陽光電廠商進軍海外市場」;針對「國家基礎建設」,應「具體訂定低壓併聯技術之規範」。
This research utilizes the “Industrial Portfolio Analysis” model to evaluate the industrial innovation requirements and national policy strategically necessary for the development of Taiwan’s solar cell industry. This portfolio model entails a two-dimensional matrix, in which the Taiwan’s market s-curve and the supply chain of the solar cell industry are used as, respectively, the vertical and horizontal axes. Three methods are used for data collection including literature analysis, expert interview, and general survey. This research reveals that the Taiwan’s solar cell industry are positioned between the burgeoning phase and the developing phase of the market s-curve, and also between the application research area and the mass production area of the solar cell value chain. In the near future, this position is to move on the developing phase and the marketing area. This research also reveals that the most critical categories of policy instruments are in the areas of the Network of Technical Cooperation, the Introduction and Transfer of Technology, the Strong-demanding Market, and the National Infrastructure. It is also recommended that Taiwanese Government should assist national companies to interact with the international companies and the research institutes, invite the experts and scholars to visit Taiwan, assist the entries to acquire the advanced technologies, promote the free market of energy supplies with the foreign investors involved, speed the legislation of “the Renewable Energy Law”, demonstrate the photovoltaic systems in the public buildings, support the local companies to enter the overseas market, and establish the certification standard of the grid-connected system.
