摘要: 摘 要 本研究以產業角度分析目前台灣LED道路照明的發展環境,探討LED道路照明產業未來發展機會,由產業發展策略組合觀念,依據產業創新需求(IIR)理論,建構LED道路照明產業發展的需求資源及其所需配合的政策或策略,而以研究發展、研究環境、技術知識、市場資訊、市場情勢、市場環境、人力資源及財務資源八個構面,設計問卷,進行專家訪談及相關LED產業廠商意見之問卷調查。 依資料分析發現,台灣LED道路照明的產業創新需求要素及所需配合政策及策略,在研究發展上需有創業精神、產業上中下游整合;在研究環境為技術整合及專利權體制;技術知識為製程研發及成本控制、與技術擴散機制;市場資訊為與上下游的關系、顧客導向的產品設計與製造能力;市場情勢為策略聯盟的靈活運作、多元化的市場;市場環境為產品規格規範、國家文化與價值觀;人力資源為研發團隊的整合能力,國際市場拓展人才;財務資源為完善的資本市場機制等,而在政策或策略的配合上,仍欠缺建立技術引進與移轉機制、市場競爭規範的產業環境配合程度不足,主要係因目前台灣LED道路照明多應用於政府示範性公共工程,真正市場化運作程度很低,建議宜以小規模循序漸進方式進行全面性LED路燈照明工程更換,或擴大都會區示範性LED道路照明的市場發展。
Abstract From the poitview of the industry side, the purpose of the study wanted to understand the present situation of LED street lighting and its development opportunity in Taiwan. Base on thestrategy mix concept of industry development, the study has applied the theory of industry innovation resources(IIR) to construct the reguired framework of the industry development and relatively launching policy and strategy. 8 dimensions including R&D, research environment, technology knowledge, market information, market situation, market environment, human resources and financial resources were introduced to design the guetionnair for expert’s deep interview and industry-wide survey. After data analysis, the study has reached the finding in the R&D dimension, included entrepreneurship and verticalintegration of the industry; in the research environment dimension, included technology integration and the system of patent right; in the technology knowledge dimension, included improved manufacturing process, cost control and function of technology diffusion; in the market information dimension, included interactive relationships among the industry, in the customer-oriented product design and manufacturing capability;in the market situation dimension, included flexible operation of strategy alliance and multiple demand of market; in the environment dimension, included product standard and value system of national culture; in the human resources dimension, included integrated capability of R&D team and professionals for developing international markets; in the finacial resources dimension, included favorable function of capital market. However, the industry development of LED street lighting were still limited by disfunction of introducing and transferring technology, and unfair-trade environment of market competition. Most LED street lighting were also provided by public demonstrated sector and do not be marketing for commercialization. The study suggested that the government could launch small-scale and step-by-step for country-wide LED street outdoor lighting, or launch large-scale sector in metropolis cities to promote the market development.
