摘要: 自從國家通訊傳播委員會(NCC),在著手進行 4G LTE 釋照之競標後,所舉行的競標活動,歷經 40 個競價日,一共 393 回合,於 2013年10月結束, NCC 並公布競標案結果。 然而,4G LTE的話題在目前的台灣社會中,一直都在持續著。就目前台灣無線網路通訊的概況而言,是在2005年IEEE陣營的WIMAX做為發展4G網路的技術,將其列為「台灣新十大建設」之一。然而,另一4G技術,LTE較受國際各電信大廠歡迎,之後WIMAX的佈局似乎隨著國際大廠如Intel等紛紛抽手而沒落。發展WIMAX有著提升技術力之成效,然而,從電信服務業的角度來觀察,WIMAX即使已經具備4G的技術水準;面對著以LTE為主流的國家,已開始著手建置或商轉階段的相對情勢下,對台灣來說,時間上,著實慢了一大步。 當前全球發展的主流技術是以長期演進技術(Long Term Evolution,簡寫LTE)為主。第四代行動寬頻技術(4G)最近的話題性十足,本研究希望能夠分析出,台灣4G網通產業之系統廠商如何發展競爭對策及分析可行之競爭策略。本研究以個案研究結合「專家訪談法」做為研究方法,並使用該產業界與學術界專家之訪談意見進行相關的分析,試著去整理出,目前的情況與大概的布局,歸納出台灣4G網通產業的未來之可行策略。
Since the National Communications Commission (NCC) began to conduct 4thG LTE release according to the bid after it spent a total of 40 active auction date, a total of 393 rounds and ended on October 30, 2013. Then NCC announced the results of bidding activity. However, the topic of 4thG LTE in the current Taiwan society has been sustained in doubt or feel a lot of curious people, they try to go from hot topic to understand and recognize Taiwan's current status of wireless network communication environment. Observed wireless network communications in Taiwan, on the recent situation, was started in 2005, the Taiwanese government using the IEEE as the development team WIMAX 4thG network technology, and listed it as one of the "Ten New Major Construction in Taiwan". However, another 4G wireless network technology called LTE, has been favored more international telecom operators, after then, WIMAX technology specification layout seems as have quit gradually decline. Even WIMAX already have the relevant technical standards for 4thG. Many countries by using LTE technology standard for the mainstream, providers have begun to build or transfer phase, relative to Taiwan, in time, indeed, a lot slower than these countries. At present, the global mainstream network technology is still LTE. This study hopes to analyze how Taiwan's 4thG network communication system manufacturers to develop competitive industry measures and analysis of viable competitive strategy. This study combined with interviews of industry and academic experts and related analysis to sort out the current situation and about the layout, summarized in Taiwan viable strategies for the future of 4thG network communications industry.
