摘要: 台電公司五年來推動安全文化運動頗有成效。如今在持續改善的理念下,欲發展核安文化評鑑方法。本研究依據國際原子能總暑 (IAEA) 的國際核能安全諮詢小組 (INSAG)所規範之安全文化評鑑架構,在參酌國外發展安全文化評鑑之相關研究,開發本土化之安全文化評鑑方法。此方法將就組織架構與管理面的政策與做法發展查核表,並對個人的理念、態度用心理測量法發展出量表,最後對行為面應用情境觀察法發展出行為觀察表,如此,測量方法將具有全面性和有效性。預期將能應用於台電各核電廠安全文化之評估,發掘待改善事項,做為改善的參考依據。
IAEA INSAG defines safety culture as assembly of characteristics and attitudes in organizations and individuals which establishes that, as an overriding priority, nuclear plant safety issues receive the attention warranted by their significance. Safety culture serves as a powerful guide to safe behavior of all members within the organization. Effective safety culture has a positive impact to an organization’s safety performance. Taipower introduced the concept of safety culture and initiated safety programs five years ago. Since then, its incidence rate has been significantly reduced and other safety indices have also been improved. But, the development of safety culture is a closed-loop process. It requires periodic assessments of its safety culture in order to evaluate the effect of safety culture on safety performance and pinpoint weaknesses within the safety culture. The purpose of this study is to develop valid assessment batteries for safety culture.
